Deb DeLong of Chaska has been without a car for more than four months.

“The one I had broke down,” DeLong said, “and I couldn’t afford to fix it.”

DeLong is a resident of Waybury At Chaska apartments in Chaska. She tried using SWPrime, a local bus service, but its schedule made it difficult for her to make her numerous medical appointments.
